In The News: Dirty Diaper "Terrorist"?

Story very similar to the one out of Lake Mary, FL... someone is going around, taking used baby diapers out of trash bins, and throwing them all over town.

My first question was whether or not this might be the work of animals?

My second question was who has 200 dirty diapers in their trash bin on a given day? Someone is feeding their baby something pretty foul...
