It's a BMW F1 driver named Sebastian Vettel. He's the F1’s youngest-ever triple world champion. I think the bib and paci were just a joke at about how young he is.

He has been known as the "youngest" in many racing categories in his life. He started racing at 3 1/2
years of age.
