"Hill admitted he had a "diaper fetish" and on Sept. 12 took with him the 9-year-old daughter of a friend, stopping at an Ottawa gas station where he put a diaper on the girl. Eventually he took her to a store. At the store, he took her into a baby changing stall in the mens' room. There he changed the diaper and molested her. They went to another store, this one at the Peru Mall, where Hill tried to take the girl into a mens' room, but the girl resisted and drew attention from shoppers who intervened and called police. Hill was arrested, later posting $7,500 bond."
